Contest Rules & Guidelines

  1. All sixth, seventh and eighth grade students are eligible to participate by submitting one entry.
  2. Essays may be from one to three pages in length, double-spaced.
  3. Essay topic:

Over the last year, there have been several high profile reports in the news about excessive use of force and arrests that occurred in some situations when U.S. law enforcement officials interacted with minorities.

Please select a specific report that you’ve heard or read about in the news, where excessive use of force was used by law enforcement during an encounter with a minority.  Describe that situation and how the civil rights of the person in the situation you selected, were affected by these actions. 

Reference pertinent sections of the Universal Declaration of Human Rights, the United States Bill of Rights, or the Minnesota Human Rights Act.


  1. Complete and attach an official 2015 - 2016 entry form to the back of the essay.  Entry forms from past years will not be accepted.  Forms must be complete and legible.  Please click here for the entry form.
  2. All first place essays selected by local Human Rights Commissions are to be mailed to:

  1. Entry deadline:  February 28, 2016


        Please note that teachers or local Human Rights Commissions usually set earlier     deadlines for submission, so to be able to select the first place essay from their class or community. Only one essay per commission or organization will be accepted by the League for consideration.


  1. Plans for a recognition program for the students whose essays were selected by the League will be announced at a later date.  It is tentatively planned for Saturday, April 30, 2016.
